UIG – Urban Infrastructure and Governance
BSUP – Basic Services for Urban Poor
Government of India has decided to launch Jawaharlal Nehru Nation Urban Renewal Mission (JNNURM) with an aim to encourage reforms and fast-track planned development of identified cities. The focus is majorly on efficiency in urban infrastructure and service delivery mechanisms, community participation and accountability of ULBs/parastatal agencies towards citizens.
Overview:
It would be worthwhile to note that there are two submissions under JNNURM, Sub-Mission-I, titled Urban Infrastructure and Governance (UIG), will be administered by the Ministry of Urban Development through the Sub-Mission Directorate to deal with up-gradation/renewal of basic infrastructure in the selected cities and towns and implementation of various reforms pertaining to improved municipal governance including sustenance of development activities.
The Sub-Mission-II, titled Basic Services for Urban Poor (BSUP), will be administered by the Ministry of Urban Employment and Poverty Alleviation through the Sub-Mission Directorate to deal exclusively for urban poor living in slum/squatter settlements in cities and towns. The focus of BSUP is to improve the living conditions of the urban poor by way of providing housing along with infrastructure, with a view to gradually removing slums/squatter settlement from cities and towns.
The Government of India has identified 63 cities from India based on population which will get the benefit of JNNURM. From West Bengal two cities have been identified namely Kolkata and Asansol. In Kolkata there are 42 ULBs including 3 Municipal Corporations and in Asansol there are 5 ULBs including 2 Municipal Corporations. Kolkata Metropolitan Development Authority has been selected as State Level Nodal Agency (SLNA) to monitor JNNURM projects both for UIG and BSUP. State Government has decided that Asansol Durgapur Development Authority will monitor/implement the JNNURM projects in Asansol Agglomeration Area and will give technical assistance, if required. Accordingly, all the projects (both BSUP and UIG) are being monitored by Asansol Durgapur Development Authority since March 2008.
In Asansol Urban Agglomeration Area 9 UIG Projects and 14 BSUP Projects have been sanctioned so far with a total project cost of Rs.1273.70 Crores. The project cost for UIG projects and BSUP projects were Rs.608.51 Crores and Rs.665.19 Crores respectively.
Out of 9 sanctioned UIG projects, 2 projects namely Water Supply Augmentation for Durgapur Municipal Area within Asansol Urban Area (Project Cost Rs.28.78 Crores) and 22.73 MLD Water Supply Project at Jamuria within Asansol Urban Area (Project Cost Rs.14.53 Crores) have been completed and commissioned.
6 UIG projects are being implemented by Asansol Durgapur Development Authority namely 42MLD Water Supply Project at Raniganj within Asansol Urban Area, 10 MGD Asansol Water Supply Project, 24 x 7 Water Supply Scheme Phase – III for Durgapur, Construction, Widening and Improvement of Road from Raghunathpur to Dhupchuria and Akandara to Fulijhore at Durgapur, Sewerage Project for Raniganj Municipality and Municipal Solid Waste Management in Asansol Urban Area.
Out of above 6 projects, 2 projects namely 42MLD Water Supply Project at Raniganj within Asansol Urban Area and Municipal Solid Waste Management in Asansol Urban Area have been partially commissioned.
Water Supply Project for Barakar area within Kulti Municipality could not be started due to pending case before Hon’ble Supreme Court between Kulti Municipality and ADDA. However, an out of court settlement has been reached between ADDA and Kulti Municipality and it has been decided that Kulti Municipality will implement the project with technical guidance of MED. The work will be started after the case withdrawn from the Hon’ble Supreme Court.
All the BSUP projects are being implemented by the municipality/corporation with the technical guidance from MED. Out of 14 sanctioned BSUP Projects, one project namely BSUP Scheme for the town of Durgapur Phase III (Project Cost Rs.44.66 Crores) has been surrendered to SLNA by Durgapur Municipal Corporation due to dispute at site caused by encroachment and the rest 13 BSUP Projects are being monitored by Asansol Durgapur Development Authority.
Out of 13 BSUP projects, one project namely BSUP Scheme for the town of Durgapur Phase II will be completed within March 2012.
Apart from above, there are certain projects which have been submitted to Government of India for approval, the details of which are given below:
